In a medium saucepan, bring 4 cups water to a boil. Reduce heat to medium-low, stir in lima beans, and simmer for 10 minutes, or until tender. Drain; rinse under cold running water.
In a medium bowl, combine beans, corn, tomato, oil, lemon juice, salt, and pepper. Cover and chill for at least 1 hour, or up to 4 hours. Just before serving, sprinkle with chives, and serve with bacon.
